Stretch goal update

merging enc-static.git into enc-live.git

this allows us to keep images and text together in the live version, so
enc-static.git doesn't conflict when files are changed there for the dev
version.

convert http links to https

https works for these domains, so we should use it

use https:// rather than // for link urls

this allows us to view more of the assets when opening up each page in a
browser, without using a web server. previously, with the //... urls and
pages open as file://..., the links would break. we have no need for //
because we have standardized on https for most of our sites, including
static.fsf.org and weblabels.fsf.org. // is only useful if we want to
use http rather than https some of the time.

Updated Piwik tracking code

Previous to this commit, the Piwik code on this site was not working.
This updates the Piwik tracking code to code that is working on other
sites, so hopefully this will make Piwik work here once again.

I'm quite sure that I've managed to change every html page in this repo.

Replaced with:
