Added a link to the manage feature screen in the dropdown menu for
those that have the appropriate privilege. Added a readme.

Changed the default permission scheme to be the same as the scheme we use in
master so that if admins have not set their mediagoblin_local.ini to include
this new option, they will notice no difference in use.

Adding a general purpose context hook for the media display page.

Since the media template name gets swapped out for each media
type, normal context hooks don't work if you want to affect all
media displays.  This gives a general purpose hook.

Changed setup.py install_requirements to require sqlalchemy at least of version
0.8.0. Our code was crashing when running with sqlalchemy 0.7.4 because of
