the .col-xs-12 divs are placed in a two-column mode for some screen
sizes. this patch adapts the general auto-clear css code in this repo to
this specific case.

the theme was originally applying to the prev/next buttons. this change
in the css selctors resolves that issue.

we have to use padding here due to strangeness when a div clears

Bringing back the dynamic footer.

There are some advantages to having a dynamic footer, the supposed
advantages of using a static footer were not all that great, and the
Drupal bug that caused errors due to the missing footer are all reasons
to switch back to the dynamic footer.

This attempted workaround didn't work.
