1114 The handling of very low rates has changed slightly. If the computed rate
1115 is less than the event's count (usually one) then this event is the first
1116 after a long gap. In this case the rate is set to the same as this event's
1117 count, so that the first message of a spam run is counted properly.

2952 the function that creates it. There was only one place in the code where
2953 this was missing, in the iplookup router, which I don't think anybody now
2954 uses, but I've fixed it anyway.
