1449 The handling of very low rates has changed slightly. If the computed rate
1450 is less than the event's count (usually one) then this event is the first
1451 after a long gap. In this case the rate is set to the same as this event's
1452 count, so that the first message of a spam run is counted properly.

1454 The major new feature is a mechanism for counting the rate of unique
1455 events. The new per_addr option counts the number of different
1456 recipients that someone has sent messages to in the last time period. It
1457 behaves like per_rcpt if all the recipient addresses are different, but

1459 the /count= option this is a general mechanism, so the per_addr option

2595 reasonable: after all the message is NOT "waiting for some host".
2596 This is so "obvious" that I'm not sure why it wasn't done
2597 previously. Hope I haven't missed anything, but it can't do any
2598 harm, as the worst effect is to miss an optimization.
