Filter groups according to included profiles

This is a continuation of the contact groups filtering feature, which
allows admins to filter the public listings of contact groups on various
Civi pages by setting a Drupal variable with drush.

It is now possible to set a rule for a profile and for that rule to
automatically apply to standalone profile pages, contribution pages that
include the profile, and event pages that include it as well.

See comments in CRM/Contact/Form/Edit/TagsAndGroups.php for instructions
on how to set the variable via drush.

Allow admin to change the names of filtered groups

This feature lets one mimic a custom field by allowing admins to change
the text that appears next to each group's check box, via drush.

The json format is a bit more nested, but indented json can be used. An
exmple is included in CRM/Contact/Form/Edit/TagsAndGroups.php.

Groups filter hack for smaller groups listings

This change is a dirty hack that lets site admins filter the "Contacts
Group(s)" field output in select profiles. This reduces overwhem for
users when they are making a donation or filling out a form with the
Groups signup field. This is preferable to using a custom field with
smart groups because the Groups field provides double opt-in, while
custom fields do not.

The filter is controlled via a json string stored in a drupal variable
that can be set with drush like so:

drush vset --format=string groups_field_filters "{...}"

See the documentation marked with "sudoman hack" in
CRM/Contact/Form/Edit/TagsAndGroups.php for an example.

The short version here is that the presence of a componentClause should take precedences
over the inner join intended as a blunt, and maybe unnecessary, measure to
limit the export to the entity in question

Eventually there will be no setting - just 'is this extension enabled or not' but

and uses a function in the extension. The function in the main code base is
mostly a lot of code to handle the way the setting used to be stored & it
could just check the setting too now

CiviEvent - Error registering through advanced search task

CRM_Event_Form_Task_Register - Fix error "getFieldValue failed" (tentative)

When preparing the event-registration form, `CRM_Event_Page_Tab::preProcess()` looks up the designated contact ID and
calls `checkUserPermission()`.  The error message is (effectively) reporting that the permission-check fails because
there is no contact ID.

And this is a legit thing to complain about -- if you're embedding the event-registration form as part of a
search-task, then there is no *singular* contact ID.  (There is a potentially very long list of contact IDs - which is
probably stored/reported some other way.) The permission-check for this context seems like it ought to be different.

I labeled the commit (tentative) because I'm not entirely certain that I understand the contract of this
route/controller.  It has multiple overlapping use-cases, and I'm not certain if I've tracked them all.  However, this
patch does seem to fix the "getFieldValue failed" problem when running as a search-task.

Event Registration Task - Propagate different qfKey & action for AJAX URLs

When use the search-task to register event participants, the qfKey is
mismatched, and the action is VIEW. It should be ADD, and the qfKey
should be for CRM_Event_Form_Participant.
