APIv4 - Fix getLinks permission checks

The getLinks action checks all permissions internally, so should not have any
external gatekeeper checks applied.

SearchKit - Use getLinks api in formatLink

Before: Links were being preprocessed by the getLinkInfo() function once-per-link-per-row.

After: Links preprocessed once-per-link. New API action used.

using them as I think they somewhat unreliable

This variant of hook_civicrm_links has multiple compliance issues.  It
raises so many red-flags that it makes the site unbrowseable and obscures
any useful signal about the other hooks. Skip it until someone
