Check that the user in logged in and has permissions to adminster site configuration (Drupal only)
This is necessary because the script exposes the database settings in the form and these could be viewed by unauthorised users

CRM-19620 - Restore matching contacts in trash prior to import along with Unit Test.
This avoids duplicate key errors. If we don't restore and return the
deleted contact when we have a match on external_identifier, then
we end up with a key error.

Navigation - Fix serialization error
Overview
--------
The navigation subsystem stores per-user data in the table
`civicrm_setting`. Most access to this table goes through
`CRM_Core_BAO_Setting` or `Civi\Core\SettingsBag`. However, certain
edge-cases produce a warning about a serialization error because
`CRM_Core_BAO_Navigation` does not participate.
Before
------
`CRM_Core_BAO_Navigation::resetNavigation()` generates malformed
records which cannot be read via `CRM_Core_BAO_Setting` or
`Civi\Core\SettingsBag`.
After
-----
`CRM_Core_BAO_Navigation::resetNavigation()` generates better records.
