## Licensing and Compliance
-The FSF's Licensing and Compliance Lab defends free software through license enforcement and enforcement support, a rigorous product certification, and educational resources.
-
-In FY17, we celebrated the tenth anniversary of the GNU General Public License version 3 (GPL). This is the free software copyleft license that ensures the user's right to run, study, share, and modify software. In addition to being the steward of the GPL, the FSF holds copyright on much of the GNU operating system. The licensing team spent the year accepting copyright assignments from software developers and corporations, investigating GPL violations, and answering licensing questions from the community.
-
-We championed copylefted projects, publishing another seven installments in an ongoing series of conversations with free software developers who choose GNU licenses for their work. We also certified a record number of devices under our Respects Your Freedom certification program, which identifies devices that do as much as possible to respect user freedom.
-
-Along with answering hundreds of licensing questions from the public, dedicated volunteers continued to expand and improve the Free Software Directory for nearly two million annual visitors, and we made inroads with government, helping the US Department of Defense to distribute free software. We also organized volunteers to create a workaround for Web site maintainers who want to register as an agent under the US Digital Millennium Copyright Act (DMCA) while avoiding the nonfree JavaScript the process currently requires.

+The FSF's [Licensing and Compliance
+Lab](https://www.fsf.org/licensing/) defends free software through
+license enforcement and enforcement support, certification and
+endorsement programs, and educational resources.
+
+In FY18, the Lab restarted its [Continuing Legal Education

+certification program, which identifies devices that do as much as
+possible to respect user freedom. We also revamped and updated our
+process for endorsing fully free [GNU/Linux
+distributions](https://www.gnu.org/distros/), in order to better help
+users to find an operating system they can trust. Along with a
+dedicated group of volunteers, we continued to expand and improve the
+[Free Software Directory](https://directory.fsf.org/wiki/Main_Page),
+helping nearly two million annual visitors to find individual free
+software packages.
+
+Finally, we improved and updated our existing published licensing
+materials, adding reviews of new licenses and [answers to common

+published timely [articles](https://www.fsf.org/blogs/licensing) on
+current topics and issues in free software licensing.

## Campaigns
-### Fighting DRM wherever it's found
-In the past year, we've fought back against Digital Restrictions Management (DRM) on multiple fronts.
-International Day Against DRM
-
-On July 9, 2017, International Day Against DRM (IDAD) focused on Web-based community involvement, with more than twenty organizations raising their voices in support of a world without DRM. From blog posts to special sales, to parties and movie showings around the world, people came out to celebrate DRM-free media, and raise awareness of the threats we face from DRM.
-
-### DMCA exemptions
-
-The licensing team continued to raise the alarm about legislative issues like the US federal government's continued insistence on forcing supporters of user freedom to fight for exemptions to the Digital Millennium Copyright Act's (DMCA) anti-circumvention restrictions.
-
-The DMCA is a particularly egregious example of legislative endorsement of DRM. It destroys user freedom, and concentrates control over the production and distribution of digital media, giving DRM peddlers the power to carry out massive digital book burnings and conduct large scale surveillance over people's media viewing habits. Even the process for getting exceptions to the anti-circumvention rules for the purposes of research or use of assistive technologies is draconian, resetting every three years and requiring nonfree JavaScript in order to submit a comment on the process, unless you get special permission to comment in another way.
+The FSF campaigns team identifies important opportunities for free
+software adoption, education, and development, empowers people against
+specific threats to their freedom, and implements strategies to move
+us closer to a free society.
-Along with our own comments, we rallied the free software community to submit their own comments in favor of anti-circumvention exemptions — and passionate critiques of the entire process.
+![A photo of woman with curly hair speaking in an animated fashion in front of a chalkboard.](images/Thornton_02.jpg){: .image-process-article-image}
-### EME in Web standards
-
-Encrypted Media Extensions (EME) is just another way to dress up DRM. The FSF and the free software community organized to oppose a proposal by the World Wide Web Consortium (W3C) to make EME a Web standard. We called and wrote W3C president Tim Berners-Lee, asking him to keep the Web free. While we lost this battle, and EME became a Web standard, we're looking at our options for next steps. We are not giving up hope for a free Web, even if its inventor did.

-Internet freedom in the United States found itself on the national stage in 2017. Over the course of the year, Ajit Pai became chairman of the Federal Communications Commission (FCC) and instigated a war against net neutrality. The FSF joined with dozens of other organizations to raise awareness and organize in support of net neutrality.

+### Threats to software freedom
+
+Over the course of 2018, corporate and government threats to user
+freedom continued to stack up, including the passage, in September, of
+the disastrous European Union (EU) Copyright Directive. Automatic
+tracking technology to detect copyrighted material is a threat to free
+speech, free culture, and free software, since it will automatically
+filter out source code that is legally being used under free software
+licenses. We joined in [encouraging EU free software
+supporters](https://www.fsf.org/blogs/community/take-a-stand-before-july-5th-contact-your-mep-today)
+to contact government officials and spread the word about these
+dangers.
+
+We also raised the alarm about the [US FISA Amendments Reauthorization
+Act of
+2017](https://www.fsf.org/blogs/community/undermine-mass-surveillance-with-free-software-and-your-phone-calls),
+which renewed and expanded bulk email surveillance, and urged our
+supporters to [resist the passage of the CLASSICS
+Act](https://www.fsf.org/blogs/community/take-action-tell-us-congress-not-to-pass-the-classics-act),
+a bill that will consolidate and decrease access to music recordings
+online, and which will further entrench [Digital Restrictions
+Management (DRM)](https://www.defectivebydesign.org/) on the Internet.
+
+### Defending net neutrality
+
+In late November, 2017, US Federal Communications Commission (FCC)
+chairman Ajit Pai unveiled plans to repeal [net
+neutrality](https://www.fsf.org/blogs/community/take-action-for-net-neutrality). The
+FSF was part of a protest to defend net neutrality at the Verizon
+store in Boston on December 7, and we encouraged our US audience to
+call their congressional representatives. However, Pai's plan, which
+would enable Internet Service Providers to control your access to the
+Internet, was officially codified in February, 2018, with rules taking
+effect in 2018. [We
+supported](https://www.fsf.org/blogs/community/its-not-over-take-action-for-net-neutrality-today)
+the legislative action under the Congressional Review Act (CRA) to
+reverse the repeal, and a motion to restore net neutrality passed in
+May 2018. Various states, including California, Maine, and New York,
+have ongoing legal and legislative efforts to restore net neutrality.
-Sumana Harihareswara gives the closing keynote at LibrePlanet 2017
+<div class="pagebreak"></div>
+### LibrePlanet conference celebrates its tenth anniversary
+
+The [tenth annual LibrePlanet](https://libreplanet.org/2018/) was held
+at MIT’s Stata Center on March 24-25, 2018. The theme of the
+conference was “Freedom Embedded”: proprietary software’s sinister
+aspects are embedded in our software and digital devices, while
+freedom is embedded and intrinsic in free software.
+
+Keynote speakers at the conference were FSF board member Benjamin Mako
+Hill; Electronic Frontier Foundation senior staff technologist Seth
+David Schoen; free software activist Deb Nicholson; and FSF founder
+and president Richard Stallman. At Stallman’s traditional Saturday
+evening keynote, he awarded the 2017 Free Software Awards to Public
+Lab and to Software Freedom Conservancy executive director Karen
+Sandler.
+
+### Some progress on DMCA, but not enough
+
+In December 2017, [we submitted
+comments](https://www.defectivebydesign.org/blog/help_fight_against_dmca_anticircumvention_rules_december_15th)
+in support of every proposed exemption to the [Digital Millennium
+Copyright Act’s
+(DMCA’s)](https://en.wikipedia.org/wiki/Digital_Millennium_Copyright_Act)
+anti-circumvention provisions. The DMCA creates draconian legal
+penalties for any attempt to try and take back the control that DRM
+seizes on your software. It violates your legitimate rights to use
+copyrighted works, and criminalizes the sharing of tools and
+information that you can use to take back that control.
+
+Some small victories were won in this round: nine of the twelve newly
+proposed classes of exemption [were adopted or
+expanded](https://www.defectivebydesign.org/blog/2018_dmca_anticircumvention_exemption_process_some_progress_not_enough),
+the process for supporting existing exemptions was simplified, and all
+preexisting exemptions were renewed. The US Copyright Office also
+explicitly denounced other governmental agencies trying to use DRM to
+restrict users based on regulations having nothing to do with
+copyright. Nevertheless, our goal continues to be [to end
+DRM](https://www.defectivebydesign.org/), period.
+
+### International Day Against DRM
+
+As part of our ongoing campaign against DRM, [the FSF raised the call
+on September 18,
+2018](https://www.defectivebydesign.org/blog/thank_you_participating_international_day_against_drm_2018)
+for supporters to send a message to the world: DRM is just wrong, and
+we can live in a society without it.
+
+Hundreds of activists participated by sharing their opposition online
+to how DRM restricts our freedom as a user of software and media, and
+seventeen organizations participated, including April, Creative
+Commons, The Document Foundation, the Electronic Frontier Foundation,
+and more. Here in Boston, we visited the Apple Store and talked with
+shoppers about their digital rights and how Apple devices abuse those
+rights using DRM.

### Infrastructure for free software development and activism
+The FSF tech team maintains and improves the infrastructure that runs
+both the Foundation’s daily operations and the [GNU
+Project](https://www.gnu.org/), continuing to demonstrate that complex
+software projects and modern nonprofit organizations can succeed and
+thrive using solely free software.
-This year, the FSF's tech team made some crucial infrastructure upgrades that improve both the Foundation's daily operations and the GNU Project. The changes included running more services on hardware that is Respects Your Freedom certified, including a Librebooted BIOS and running Trisquel GNU/Linux, proving that complex software projects and modern nonprofit organizations can succeed relying on free software.
+Routine annual projects include participation in the yearly
+LibrePlanet conference, for which the tech team provides livestreaming
+and recording infrastructure, and twice-yearly fundraisers, for which
+the tech team prints over 10,000 letters to accompany the mailing of
+the [*Free Software Bulletin*](https://www.fsf.org/bulletin). This
+year, the team also contributed a new modal/popup window to the
+fundraiser, and polished the responsive design of the fundraiser
+banner.
-The tech team and its volunteers also power LibrePlanet, the annual free software conference. Its livestream and recording infrastructure reduce barriers to access for those who are not able to attend the conference in person. Volunteer-monitored IRC channels for each talk and workshop room increase the opportunity to contribute to the conversation. Recordings are archived on the FSF's GNU MediaGoblin instance shortly after the event. And it's all done with free software!
+### What's GNU in FY18
-Additionally, this three-person team runs the GNU shell server, oversees the security of GNU software distribution and infrastructure, and works with volunteers to maintain savannah.gnu.org. They also maintain many services used by staff, volunteers, and the free software community, including the FSF's CiviCRM server, fsf.org, libreplanet.org, defectivebydesign.org, the Free Software Directory, XMPP servers for staff and members, mailing lists, apt mirrors, git repositories, internal wikis, a GNU social server, a Single Sign-On server, email servers, DNS servers, internal site monitoring systems, a Request Tracker instance, and the FSF shop.

-The team introduced some new infrastructure using distributed Ceph storage and multiple KVM hosts for our new virtual machines. They started the next round of upgrades, including the implementation of a new mail server stack supporting over three thousand free software project mailing lists, and improving the LibrePlanet conference streaming setup by using Ansible to manage the laptops used for streaming, introducing new hardware, and using HUBAngl (streaming software created by an FSF intern).

-The tech team maintains the free software infrastructure for all FSF operations, including the annual LibrePlanet conference.
+The new server cluster Gnuhope started to host critical servers,
+starting with [my.fsf.org](https://my.fsf.org/) and
+[mirror.fsf.org](https://mirror.fsf.org/), to later host all critical
+services. It was later expanded and upgraded with a third redundant
+data storage server, a new network design, and an improved
+firewall. In the process, the team decommissioned our largest legacy
+server hosting critical services, pyxis.fsf.org.
+
+The team also noticed a misconfiguration that allowed some personal
+information to be accessible at
+[defectivebydesign.org](https://www.defectivebydesign.org). The team
+promptly took action to correct the problem, inform anyone affected,
+and publish a transparency report on the problem. During the 2018
+period, a big effort was made to renew the deployment and automated
+system using Ansible, to help prevent similar situations in the
+future.
+
+Special effort was made to keep up with CPU-level vulnerabilities
+discovered during the fiscal year, such as Meltdown and Spectre, which
+led to some software updates, configuration changes, and a all-new
+method for managing cryptocurrency wallets for the foundation.
+
+The main infrastructure firewalls were redesigned with a much more
+strict set of policies, including blocking all unexpected outgoing
+traffic.

-<p>In FY17, we celebrated the tenth anniversary of the GNU General Public License version 3 (GPL). This is the free software copyleft license that ensures the user's right to run, study, share, and modify software. In addition to being the steward of the GPL, the FSF holds copyright on much of the GNU operating system. The licensing team spent the year accepting copyright assignments from software developers and corporations, investigating GPL violations, and answering licensing questions from the community.</p>
-<p>We championed copylefted projects, publishing another seven installments in an ongoing series of conversations with free software developers who choose GNU licenses for their work. We also certified a record number of devices under our Respects Your Freedom certification program, which identifies devices that do as much as possible to respect user freedom.</p>
-<p>Along with answering hundreds of licensing questions from the public, dedicated volunteers continued to expand and improve the Free Software Directory for nearly two million annual visitors, and we made inroads with government, helping the US Department of Defense to distribute free software. We also organized volunteers to create a workaround for Web site maintainers who want to register as an agent under the US Digital Millennium Copyright Act (DMCA) while avoiding the nonfree JavaScript the process currently requires.</p>

<h2 id="campaigns">Campaigns</h2>
-<h3 id="fighting-drm-wherever-its-found">Fighting DRM wherever it's found</h3>
-<p>In the past year, we've fought back against Digital Restrictions Management (DRM) on multiple fronts.
-International Day Against DRM</p>
-<p>On July 9, 2017, International Day Against DRM (IDAD) focused on Web-based community involvement, with more than twenty organizations raising their voices in support of a world without DRM. From blog posts to special sales, to parties and movie showings around the world, people came out to celebrate DRM-free media, and raise awareness of the threats we face from DRM.</p>
-<h3 id="dmca-exemptions">DMCA exemptions</h3>
-<p>The licensing team continued to raise the alarm about legislative issues like the US federal government's continued insistence on forcing supporters of user freedom to fight for exemptions to the Digital Millennium Copyright Act's (DMCA) anti-circumvention restrictions.</p>
-<p>The DMCA is a particularly egregious example of legislative endorsement of DRM. It destroys user freedom, and concentrates control over the production and distribution of digital media, giving DRM peddlers the power to carry out massive digital book burnings and conduct large scale surveillance over people's media viewing habits. Even the process for getting exceptions to the anti-circumvention rules for the purposes of research or use of assistive technologies is draconian, resetting every three years and requiring nonfree JavaScript in order to submit a comment on the process, unless you get special permission to comment in another way.</p>
-<p>Along with our own comments, we rallied the free software community to submit their own comments in favor of anti-circumvention exemptions — and passionate critiques of the entire process.</p>
-<h3 id="eme-in-web-standards">EME in Web standards</h3>
-<p>Encrypted Media Extensions (EME) is just another way to dress up DRM. -<p>Internet freedom in the United States found itself on the national stage in 2017. Over the course of the year, Ajit Pai became chairman of the Federal Communications Commission (FCC) and instigated a war against net neutrality. The FSF joined with dozens of other organizations to raise awareness and organize in support of net neutrality.</p>

+<h3 id="threats-to-software-freedom">Threats to software freedom</h3>
+<p>Over the course of 2018, corporate and government threats to user
+freedom continued to stack up, including the passage, in September, of
+the disastrous European Union (EU) Copyright Directive. Automatic
+tracking technology to detect copyrighted material is a threat to free
+speech, free culture, and free software, since it will automatically
+filter out source code that is legally being used under free software
+licenses. We joined in <a href="https://www.fsf.org/blogs/community/take-a-stand-before-july-5th-contact-your-mep-today">encouraging EU free software
+supporters</a>
+to contact government officials and spread the word about these
+dangers.</p>
+<p>We also raised the alarm about the <a href="https://www.fsf.org/blogs/community/undermine-mass-surveillance-with-free-software-and-your-phone-calls">US FISA Amendments Reauthorization
+Act of
+2017</a>,
+which renewed and expanded bulk email surveillance, and urged our
+supporters to <a href="https://www.fsf.org/blogs/community/take-action-tell-us-congress-not-to-pass-the-classics-act">resist the passage of the CLASSICS
+Act</a>,
+a bill that will consolidate and decrease access to music recordings
+online, and which will further entrench <a href="https://www.defectivebydesign.org/">Digital Restrictions
+Management (DRM)</a> on the Internet.</p>
+<h3 id="defending-net-neutrality">Defending net neutrality</h3>
+<p>In late November, 2017, US Federal Communications Commission (FCC)
+chairman Ajit Pai unveiled plans to repeal <a href="https://www.fsf.org/blogs/community/take-action-for-net-neutrality">net
+neutrality</a>. The
+FSF was part of a protest to defend net neutrality at the Verizon
+store in Boston on December 7, and we encouraged our US audience to
+call their congressional representatives. However, Pai's plan, which
+would enable Internet Service Providers to control your access to the
+Internet, was officially codified in February, 2018, with rules taking
+effect in 2018. <a href="https://www.fsf.org/blogs/community/its-not-over-take-action-for-net-neutrality-today">We
+supported</a>
+the legislative action under the Congressional Review Act (CRA) to
+reverse the repeal, and a motion to restore net neutrality passed in
+May 2018. Various states, including California, Maine, and New York,
+have ongoing legal and legislative efforts to restore net neutrality.</p>

+<h3 id="libreplanet-conference-celebrates-its-tenth-anniversary">LibrePlanet conference celebrates its tenth anniversary</h3>
+<p>The <a href="https://libreplanet.org/2018/">tenth annual LibrePlanet</a> was held
+at MIT’s Stata Center on March 24-25, 2018. The theme of the
+conference was “Freedom Embedded”: proprietary software’s sinister
+aspects are embedded in our software and digital devices, while
+freedom is embedded and intrinsic in free software.</p>
+<p>Keynote speakers at the conference were FSF board member Benjamin Mako
+Hill; Electronic Frontier Foundation senior staff technologist Seth
+David Schoen; free software activist Deb Nicholson; and FSF founder
+and president Richard Stallman. At Stallman’s traditional Saturday
+evening keynote, he awarded the 2017 Free Software Awards to Public

+<h3 id="some-progress-on-dmca-but-not-enough">Some progress on DMCA, but not enough</h3>
+<p>In December 2017, <a href="https://www.defectivebydesign.org/blog/help_fight_against_dmca_anticircumvention_rules_december_15th">we submitted
+comments</a>
+in support of every proposed exemption to the <a href="https://en.wikipedia.org/wiki/Digital_Millennium_Copyright_Act">Digital Millennium
+Copyright Act’s

+anti-circumvention provisions. The DMCA creates draconian legal
+penalties for any attempt to try and take back the control that DRM
+seizes on your software. It violates your legitimate rights to use
+copyrighted works, and criminalizes the sharing of tools and
+information that you can use to take back that control.</p>
+<p>Some small victories were won in this round: nine of the twelve newly
+proposed classes of exemption <a href="https://www.defectivebydesign.org/blog/2018_dmca_anticircumvention_exemption_process_some_progress_not_enough">were adopted or
+expanded</a>,
+the process for supporting existing exemptions was simplified, and all
+preexisting exemptions were renewed. The US Copyright Office also
+explicitly denounced other governmental agencies trying to use DRM to
+restrict users based on regulations having nothing to do with
+copyright. Nevertheless, our goal continues to be <a href="https://www.defectivebydesign.org/">to end
+DRM</a>, period.</p>
+<h3 id="international-day-against-drm">International Day Against DRM</h3>
+<p>As part of our ongoing campaign against DRM, <a href="https://www.defectivebydesign.org/blog/thank_you_participating_international_day_against_drm_2018">the FSF raised the call
+on September 18,
+2018</a>
+for supporters to send a message to the world: DRM is just wrong, and
+we can live in a society without it.</p>
+<p>Hundreds of activists participated by sharing their opposition online
+to how DRM restricts our freedom as a user of software and media, and
+seventeen organizations participated, including April, Creative
+Commons, The Document Foundation, the Electronic Frontier Foundation,
+and more. Here in Boston, we visited the Apple Store and talked with

<h3 id="infrastructure-for-free-software-development-and-activism">Infrastructure for free software development and activism</h3>
-<p>This year, the FSF's tech team made some crucial infrastructure upgrades that improve both the Foundation's daily operations and the GNU Project. The changes included running more services on hardware that is Respects Your Freedom certified, including a Librebooted BIOS and running Trisquel GNU/Linux, proving that complex software projects and modern nonprofit organizations can succeed relying on free software.</p>
-<p>The tech team and its volunteers also power LibrePlanet, the annual free software conference. And it's all done with free software!</p>
-<p>Additionally, this three-person team runs the GNU shell server, oversees the security of GNU software distribution and infrastructure, and works with volunteers to maintain savannah.gnu.org. They also maintain many services used by staff, volunteers, and the free software community, including the FSF's CiviCRM server, fsf.org, libreplanet.org, defectivebydesign.org, the Free Software Directory, XMPP servers for staff and members, mailing lists, apt mirrors, git repositories, internal wikis, a GNU social server, a Single Sign-On server, email servers, DNS servers, internal site monitoring systems, a Request Tracker instance, and the FSF shop.</p>
