CRM-13187 - CRM_Upgrade_Incremental_php_FourFour::rebuildWordReplacementTable

Extract function rebuildWordReplacementTable(). This is slightly different
from the old code in that it replaces all the rows in
civicrm_word_replacement instead of simply inserting. This is an academic
distinction during upgrade but will matter in subsequent use-case.
