Give up on \Civi\Angular\PartialSyntaxTest::testAllPartials

The checkConsistentHtml function gives too many false-positive errors to be useful in a unit test.
It was basically impossible to import SearchKit into core with this test in place, as it was
linting some Angular params as if they were html5 attributes and not allowing them to be used.
