dev/core#1681 - Recommend MariaDB 10.2. Extract constants.

NOTE: I suspect that the status-quo is a bit buggy when it comes to
activating messages on old versions of MariaDB. (It needs
differentiated code-paths for MySQL and MariDB versions.)

Never-the-less, it's still progress to extract the constant and update the
prose of the message.
