CRM-13187 - Upgrade fixes for WordReplacements

 * Move code from the activity-contacts task (in 4.4.alpha1) to its own task (in 4.4.beta1, the next release)
 * Use civicrm_api3 so that errors are converted to exceptions and reported in UI
