CRM-16408 Installer changes rebased to 4.7.alpha4.  Prepopulate DB from wp-confif.php while allowing override.  Redirect to CiviCRM admin page after successful install. Store user files in /uploads.  Updates to remove hardcoded references to wp-content directory.
