CRM-20420 - PDFLetterCommon::createActivities() - Combine calls

Combine the calls to CRM_Activity_BAO_Activity::create() and
CRM_Activity_BAO_ActivityContact::create() into one call.

Remove unnecessary `$activityContacts`.
