pull: Map the FSF's new EUPL-1.2 identifier

Apparently they posted their opinion on the EUPL-1.2 last week:

And, unfortunately for anyone using the FSF IDs, they've renamed their
old EUPL ID to EUPL-1.1.  At least they still support their old anchor:
