[REF] Make instantiation of dispatcher consistent.

We have 3 ways of iniatiging a dispatcher

Civi\Core\Container::singleton()->get('dispatcher')
Civi::service('dispatcher')
Civi::dispatcher()

Tim confirms there is no functional difference, so this consolidates on the shortest one :-)
